As rural and coastal Oregonians, we live on the frontlines of the impact of climate change as we experience increasing temperatures and frequency of heat waves, reducing snowpack, increasing drought frequency and extent, rising wildfire risk, rising sea level, ocean acidification and increasing flood risk. We are thus very aware of effort at the regional, state and federal level that are likely to mitigate these trends or accentuate them.
As we move towards a more rational statewide energy policy, we will be relying ever more on energy storage via batteries (e.g. Sollogoub & Dalmazzone 2025). Indeed, batteries are described as the most valuable way to assist our aging electricity grid as we undergo the energy transition we need (SEIA 2025).

Occasionally bills are introduced that are transparently designed to block progress and return Oregon to the dark ages when environmental protection and social justice were of less concern. HB 4073 is just such a bill.
Since the state DEQ (undated) consistently ranks the transportation sector as the leading emitter of regulated greenhouse gases, it is incumbent upon ODOT to take appropriate steps to promote emissions reductions from the sector.
